Arthur Rainey
Founder/CEO
Mr. Arthur Rainey is an accomplished senior executive with a proven track record of delivering outstanding results throughout his illustrious 30-year career. With a diverse background spanning various industries, he has consistently demonstrated exceptional leadership and management abilities culminating in the establishment of VREMYA LLC.
Mr. Rainey’s distinguished career includes 22 years of active duty in USAF Special Operations and Special Intelligence service, where he honed his skills in strategic planning, decision-making, and team management. Following his military service, he transitioned into the private industry, where he excelled as a program management executive for over 15 years. During this time, he showcased his exceptional business acumen in leading and directing translation and interpretation, IT systems management, telecommunications systems development, logistics, staffing and recruitment, education and training, and intelligence-related operations.
Notably, as the Executive Vice President and Business Development manager of a start-up company, Mr. Rainey displayed his strategic negotiation skills and collaborative approach, resulting in the successful generation of an impressive $55 million new business pipeline.
In his role as Director of Recruitment, Mr. Rainey spearheaded staffing and hiring efforts for intelligence analysis and language-enabled positions, supporting the Department of Defense, U.S. Strategic Command, Department of Justice, National Security Agency, and other Intelligence Community agencies. Additionally, as a Program Manager and Senior Russian Linguist, he lead operations at the National Virtual Translation Center and the US Army Reach Language Support Program.
In his role as Sixteenth Airforce 55th Wing Command Language Program Manager, Mr. Rainey successfully managed a comprehensive education and training program, overseeing management and accountability of over 700 language analyst professionals.
Beyond his mastery of the Russian language, Mr. Rainey also possesses language capabilities in Serbian, Croatian, Spanish, and Italian. As a certified U.S. Airforce Intelligence Technical Training School instructor, he taught language usage and maintenance classes in Modern Standard Arabic, Chinese-Mandarin, Persian Farsi, Hebrew, Korean, Pashtu, Spanish, and Russian.
Mr. Rainey earned his B.S. from Excelsior College and holds an M.B.A. from Bellevue University. With strategic vision, executive expertise, exceptional track record of success and remarkable ability to forge strong relationships with industry peers, Mr. Arthur Rainey stands as a formidable force in the business landscape.
Stephanie Soto
Partner/Chief Compliance Officer
Stephanie Soto is the Chief Compliance Officer, Partner, and a member of VREMYA LLC Executive Team. An accomplished organizational development professional with over a decade of experience in Human Resource Management and Operations Training development. She has in-depth knowledge of processes and requirements associated with human and industry behavior, adult learning practices, instructional design utilizing the ADDIE model, and performance evaluation. She has a proven track record in achieving performance excellence in Information Technology and Healthcare industry, and various agencies within DoD, through identification of underperforming areas and devising robust training programs for diverse-cultural personnel and leadership.
Mrs. Soto is well-versed in managing complex projects relating to continuous improvement as per operational/organizational requirements. She is particularly adept at fostering strong relationships across multi-disciplinary functions, inter-company stakeholders, clients, and executive management. Stephanie has a passion for developing people, “I help organizations and leaders realize their full potential.”
Mrs. Soto holds a B.A. from the University of Nebraska and an M.S. in Industrial Organizational Psychology.
Casey Hayden
Chief Operating Officer
Casey Hayden is the Chief Operations Officer and a member of VREMYA LLC Executive Team. Responsible for organizing daily resources, determining weight of effort, and distributing workloads across the team; Mr. Hayden is relentless in pursuit of efficient and effective solutions for clients seeking to acquire broker-dealers or outsource principals. As an expert on building successful teams, developing productive organizational cultures, and incorporating innovations into operations; Mr. Hayden brings these talents to bear for the benefit of our customers.
Mr. Hayden comes to VREMYA after a 28-year career in the United States Air Force. As a prior-enlisted officer selected for promotion to Colonel, Mr. Hayden retired from the Air Force to bring his leadership and management talents to the private sector. His operations experiences include roles as: Senior Intelligence Duty Officer where he managed 184 daily reconnaissance missions in support of theater commanders in the Middle East and South Asia, Deputy Director of Operations for U.S. Strategic Command’s Intelligence Directorate, and Commander of 650 personnel and the United States Air Force’s largest squadron of aviators.
Mr. Hayden holds a B.S. from Excelsior College and graduated as the top Department of Defense Graduate of the Naval Postgraduate School where he earned an M.A. of European and Eurasian Security Studies.
